I don't know when this aired, but I'm guessing since it's the now old square TV aspect ratio that it's before 2009. Here's a short Al Hirschfeld animated commercial for Turner Classic Movies.

I remember a spot for Jerry Lewis's Labor Day Telethon that had him conducting a chorus of celebrities, not very well animated.
Best Hirschfeld animation in my opinion is the "Rhapsody in Blue" segment of "Fantasia 2000". He was involved, but I think much of the actual design work was the animation team adapting his existing work (Gershwin is the only official caricature in it, although the henpecked husband is clearly modeled on an Alexander Woolcott image).
